GENERAL STATEMENT OF DUTIES:  The Human Resources Generalist and Deputy Title IX Coordinator will be primarily responsible for all aspects of Recruiting, including coordinating internal job postings and external searches, assisting with faculty searches, onboarding new employees (including benefits administration), and ensuring that all AA/EEO goals are met. This position may also assist with other areas of HR (i.e.: employee relations, special events and projects, etc.).



As the Deputy Title IX Coordinator, this position will support the Director of Title IX and Equal Opportunity as well as the Executive Director of Human Resources as needed to ensure compliance of Title IX regulations.



MCLA, as the Commonwealth's public liberal arts college, has approximately 300 full-time employees, 100 part-time and adjunct employees, and 400 student employees.  The College is part of the state university system, offers state benefits, and follows the Massachusetts state payroll processes.  The campus includes three different college bargaining agreements.



SUPERVISION RECEIVED:  Direct supervision from the Executive Director of Human Resources.



SUPERVISION EXERCISED:  Student personnel assigned to the department.





DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES:



  • Recruitment, coordinating internal job postings and external searches.
  • Consult with hiring managers and faculty search chairs in recruitment and staffing processes, including the creation/updating of job descriptions and completion of the hiring approval process.
  • Conduct Search Committee Trainings and consult with Committees to ensure adherence to search guidelines, legal and contractual compliance, mitigation of implicit bias, etc.
  • Focus recruitment efforts on building a diverse workforce that reflects of our student body. 
  • Post positions in the applicant tracking system (ATS), with outside job boards, etc.
  • Manage the job offer and onboarding process including preemployment background checks, new hire documentation and required State Ethics, Title IX, and other training.
  • Facilitate process and serve as liaison with counsel when MCLA sponsors work visa and permanent residency, working closely with CHRO and often Provost and Vice President of Academic Affairs. Ensure compliance with immigration laws and regulations.
  • Maintain job search files.
  • Attend regional job fairs to present employment opportunities to potential applicant.
  • Maintain the College's applicant tracking system.
  • Conduct New Employee Orientation and other employee and supervisory training.
  • Ensuring that all AA/EEO goals are met.
  • Manage the requests for Americans with Disabilities Act (ADA) to ensure the college is providing reasonable accommodations to employees.
  • Assist with other areas of HR as needed: employee relations, special events, and projects etc.


DEPUTY TITLE IX COORDINATOR RESPONSIBILITIES:



  • Serves as an intake person for Title IX questions, complaints, and explanations for Campus Employees
  • Serves as advisor, investigator, informal resolution facilitator, hearing or appeal administrator
  • Assists in providing training to campus community on policies, procedures, and responsibilities
  • Documents all Title IX complaints in accordance with SHC policy and federal guidelines
  • Utilizes Maxient student conduct software for documentation purposes
  • Attends training, webinars, and certifications in coordination with the Director of Title IX and EO
  • Meets periodically as a member of the Title IX team to review procedures, collaborate on potential complaints, and receive training on sexual misconduct complaints
  • Reviews and updates College policies regarding sexual misconduct to ensure compliance with Title IX and the Violence Against Women Act and other sex and gender-based discrimination laws


Job Requirements:

MINIMAL QUALIFICATIONS:



  • Bachelor's Degree in Human Resources or a related field
  • Three to five years of HR experience, with a strong emphasis on Recruiting, AA/EEO, and benefits administration
  • Prior full-cycle recruiting experience in a fast-paced work environment
  • Ability to establish and maintain professional and harmonious working relationships, strong oral and written communication skills as well as strong organizational skills
  • Strong project management, analytical, and organizational skills
  • Experience with Compensation and Benefits (including Retirement Plans), Workers Compensation and Leaves
  • Advance knowledge of Microsoft Office with a strong emphasis on Word, Excel, Access, and Outlook
  • Ability to proactively identify solutions for process improvements and ability to implement effective solutions
  • Knowledge and understanding of Federal and State laws, rules, policies, regulations, guidelines and procedures that apply to employment and employment management.
  • Ability to work under pressure and manage projects with a high degree of confidentiality and accuracy 
  • Capacity to maintain accurate records and exercise discretion in handling confidential information
  • Excellent interpersonal skills and a demonstrated sensitivity to working with a diverse workforce of a wide variety of ages, cultural backgrounds, and experiences
  •  Proficiency in working both independently and as part of a team


PREFERRED QUALIFICATIONS:



  • Proficiency with the Commonwealth systems, such as Human Resource and Compensation Management System (HR/CMS), Commonwealth Information Warehouse, MassCareers, etc.
  • Working knowledge of current Title IX regulations, Violence Against Women Act regulations, Title VII regulations, ADA, Equal Opportunity and other applicable employment laws
  • Able to review, interpret, and update policies and procedures


Additional Information:

This is a full-time benefited position with a salary range of $62,000 to $65,000.
