Berkshire Arts & Technology Charter Public School (“BART”) is a nationally recognized, award-winning, college-preparatory, public middle and high school located in Adams, Massachusetts. POSITION SUMMARY

The Director of Finance & Operations plays a central role on the BART leadership team, working closely with the Executive Director and Principal to implement a college-preparatory, standards-based curriculum in a safe, orderly environment.  The position is a full-time, full-year position.  The Director of Finance & Operations reports directly to the Executive Director. The salary range, commensurate with experience, is $95,000 to $115,000 per year.

 

The BART Director of Finance & Operations must be a skillful professional, and:

  • Communicate and collaborate effectively with others on all issues of school leadership and management.

RESPONSIBILITIES

  • Hires, supervises and evaluates the Assistant Director of Finance & Operations and Director of Facilities.
  • Ensures school’s Fiscal Policies and Procedures are maintained and remain in line with standard Massachusetts charter school accounting procedures as defined by both the State of Massachusetts and the Governmental Accounting Standards Board (GASB).
  • Works with the Treasurer of the Board of Trustees and the Executive Director to create, monitor and manage school budgets:
    • Leads school budget development, with input from key stakeholders; reports against budget and reforecasts as appropriate.
    • Develops cash flow projections.
    • Prepares monthly financial statements for review by the Board of Trustees’ Finance and Audit Committee; attends monthly meetings of same.
    • In conjunction with the Director of Facilities, creates, maintains and reports on the school’s multi-year capital budget.
    • Attends monthly Board of Trustees meetings, as needed.
  • Oversees all financial reporting:
    • Works with Grants Coordinator to develop and report on grant budgets.
    • Creates financial reports in accordance with school’s lenders’ requirements.
    • Coordinates annual financial audit.
    • Ensures all financial reporting to the MA Department of Elementary and Secondary Education / the state is complete and on time, including the Charter School End of Year Report (CSEOYR) and audit.
  • Oversees accurate and efficient cash management:
    • Ensures efficient and timely accounts payable processes.
    • Ensures smooth accounts receivable processes:
      • Coordinates with the Director of Advancement to ensure that development records remain consistent with accounting records.
      • Files required state reports to ensure timely payment of tuition and transportation reimbursements.
      • Files periodic requests for grant drawdowns.
    • Maintains accounts to ensure funds available as needed.
  • Serves as school’s procurement officer:
    • Oversees procurement in line with best practices, the school’s fiscal policies and procedures, and the school’s cash flow needs.
    • Manages procurement process for all school contracts with outside vendors and service providers, including, but not limited to, contracts related to student services, technology, and operations.  
  • Serves as school’s risk management officer:
    • Understands and communicates effectively safety and legal liability concerns to all stakeholders.
  • Oversees payroll and financial benefits for all employees:
    • Oversees “on-boarding” processes for new employees, including setting up payroll, acknowledging receipt and understanding of appropriate school and state policies, enrolling in benefits programs.
    • Manages bi-weekly payroll process.
    • Works with benefits broker to provide health insurance and flexible spending accounts to all benefit-eligible employees, including COBRA for departed employees.
    • Provides information to employees on available benefits.
    • Serves as school liaison with insurance company for all workers’ comp claims and the MA Department of Unemployment Agency (DUA) for unemployment benefits.
  • Oversees and directs school nutrition program:
    • Ensures compliance with federal free and reduced lunch program requirements and processes.
    • Supervises and coordinates meal compliance with outside meal provider.
  • Additional activities, as needed
    • Performs financial analyses as needed.
    • Performs all other duties as appropriately requested by Executive Director.

QUALIFICATIONS

  • Commitment to the success of all children.
  • School experience, ideally in the Massachusetts, public, k-12 system.
  • MBA, CPA or equivalent experience.
  • Certified by State of MA in Procurement.
  • Experienced supervisor with a strong work ethic and the ability to multi-task.
  • Superior computer skills, including MS Office and Quickbooks.
  • Able to operate in a mac-based computer environment.
  • Demonstrated success in collaborative work environments.
  • A team player with a sense of humor.
