The Regulatory team at AVANGRID is motivated, dynamic, and growing. The team is entrusted with leading all regulatory proceedings and activities in support of Avangrid’s natural gas operating company in Massachusetts.  This position will support the development and implementation of regulatory strategy and policy across a variety of subject areas.  This position will support the interaction with regulators and will serve as a supporting witness at public utility commission hearings, including rate proceedings. 

  • Serve as trusted leader of all regulatory proceedings and activities in support of Avangrid’s gas operating company in Massachusetts, the Berkshire Gas Company.
  • Provide written and oral testimony in regulatory proceedings including, but not limited to: major tariff filings, rate design / tariff changes, terms and conditions of utility service, revenue requirements, cost of service, financial, economic, and accounting impacts.
  • Support witness teams on rate design, cost of service and revenue allocation in distribution rate proceedings before the Massachusetts Department of Public Utility Commission.
  • Support the development and implementation of regulatory strategy and policy across a variety of subject areas, including ratemaking, revenue requirements, rate design, tariff implementation, and public policy initiatives.
  • Develop filings of various regulatory matters, such as rate cases, annual reconciliation dockets, energy affordability and arrearage forgiveness investigations, investigations and civil penalties; support government affairs and corporate communications initiatives as needed.
  • Prepare Company interrogatory requests and responses, pleadings, briefs, reply briefs, compliance filings and other written communications with regulatory commissions.
  • Participate in negotiations of Company matters (cost recovery, adjustment clauses, etc.) with regulatory authorities.
  • Works closely with Director of Regulatory- Gas, the Vice President-Regulatory Strategy, expert consultants, internal and external legal firms and other Company executives on developing, presenting and executing Company positions.
  • Oversee compliance filings in accordance with all Commission Orders. Oversee the development of weekly and monthly regulatory management reports and a calendar of regulatory requirements. 
  • Directly reports to and supports the Director of Regulatory - Gas that is responsible for all Massachusetts gas related regulatory matters.
  • Support budget and Rev 1, 2 and 3 updates. Coordinate with Control and meet all internal deadlines and requirements.
  • Prepare and present for internal and external audiences PowerPoint presentations.
  • Oversee and research various outside company and commission regulatory proceedings, as necessary.
  • Will be expected to support other regulatory functions as needed.    

Regulatory Proceedings

  • Coordinate and participate in selected regulatory proceedings and cases as necessary. Assist Director of Regulatory – Gas in oversight and review of regulatory cases including financial review, interrogatory responses and review, coordination of regulatory filings, and case strategy.
  • Represent the Company in regulatory proceedings before the Massachusetts public utility commissions. and in informal meetings with Commission Staff. Provide written and oral testimony in regulatory proceedings.
  • Assist in financial reviews including budgeting, accounting guidance and financial analysis regarding regulatory matters, as necessary.
  • Prepare written documents including memorandums, position papers, testimony and such other documentation needed to support Company positions.

The base salary range for this position is dependent upon experience and location, ranging from $76,186 to $95,233.

  • Bachelors degree in business, accounting, finance, economics, with Master’s Degree in an energy related field or MBA preferred.
  • At least seven (7) years of relevant work experience with state regulatory agencies. 
  • Previous supervisory/management experience.
  • Must have strong technical writing capabilities and the ability to communicate and persuade both orally and in writing.
  • Must know distribution regulatory processes; must know regulatory terminology and be familiar with regulatory matters impacting the industry (including national, regional and states).
  • Excellent written and oral communications skills.  Interacts well with outside regulatory agencies.
  • Ability to read and interpret regulatory orders and tariffs, federal / local regulations and reports
  • Strong cross functional team skills, desire to serve co-workers and provide customers with excellent service
