Function:  The Applications Processor is a responsible position that oversees all application intake and reviews preliminary determinations of income and eligibility for both the conventional and leased housing programs.  The incumbent handles a caseload of applicants and is responsible for determining if applicant households are eligible based on income and household composition for the programs for which applications have been submitted.  The Applications Processor coordinates with Leased Housing Staff and the Sr Public Housing Manager to provide verified applicant file folders containing complete documentation on eligibility and program qualification as unit and housing subsidy becomes available.

 

Supervision:  The Applications Processor reports directly to the Director of Finance & Administration if applicable. This position also coordinates intake activities with the Receptionist, who will be providing applications and receiving documents related to the PHA’s program selections activities.  This position fills in at the front desk when needed.

 

Essential Job Duties:

 

  • Provides applications to potential clients and provide assistance, as needed, in instructing clients on the informational requirements for verification of income, household composition, preference status, and program qualification.
  • Review all applications for completeness.
  • Determines all applicant claims to federal and non-federal preferences.
  • Makes preliminary determination of eligibility and assigns control number.
  • Coordinates with Leased Housing and Public Housing to make certain that adequate pools of verified applicants are ready for unit or housing subsidy offers.
  • Attends meetings to explain the Authority programs and application requirements.
  • Provides statistical information on the Waiting List.
  • Coordinates with the Senior Public Housing Manager and the Leased Housing Program Manager on proposed changes to the conventional Program Administrative Plan, the Section 8 Administrative Plan, the application and other application documents such as verification forms.
  • Keeps up to date with HUD occupancy procedures for admission, Housing Choice Vouchers applicant eligibility regulations and state CHAMPS.

Secondary Job Duties:

 

  • Maintains Applicant files.
  • Tracks status of requests for verification and logs receipt.
  • Types form letters such as assignment of control number, requests for additional documents, denial of preference, denial of eligibility, “You are coming to the top of the Waiting List”, etc.
  • Performs other related Housing Authority tasks/duties as directed.

 

 Performance Criteria:

 

The Applications Processor will be evaluated on his or her success in assuring an adequate number of applicants in the Waiting Lists, having file folders with full documentation ready in anticipation of requests, and having file folders free of errors or omissions.

 

Qualifications and Skills:

 

  • Above average written and oral communication skills
  • Ability to obtain a Public Housing Manager Certification within two years (PHA will pay for)
  • Proficiency with MS Office, Word, Excel & Outlook
  • Analytic and math skills sufficient to perform income and rent calculations
  • Bi-lingual in Spanish/English, preferred but not mandatory

 

Experience and Education:

 Three to Four years with a background or course work in public administration or social services and two years work experience as a leasing clerk responsible for application intake for low income or assisted housing developments; or

 

Three years administrative work experience as a leasing clerk.
